Big plans for Riverwalk

We're planning an exciting new Riverwalk Community Precinct in Werribee, including a new community centre and open space designed for people of all ages to enjoy. This involves minor changes to the existing Riverwalk Estate Development Plan.

Before plans are finalised, we’re inviting the community to help shape what this space becomes. We're looking for ideas to help name the new community centre and plan the programs and activities that might be held there. We're also looking for your feedback on the open space concept plans as well as the Riverwalk Community Precinct Plan, which brings all these improvements together.

The Riverwalk Community Precinct Plan sits within the Riverwalk Estate, at 95 Geelong Road, Werribee. The Precinct Plan guides the development of 6.77 hectares of Council-owned land located next to the planned Riverwalk Town Centre in Werribee.

Components of the Riverwalk Community Precinct Plan include:

  • A new community centre and kindergarten with car parking located on 0.8ha
  • Public open space
  • Proposed future residential development area
  • Proposed future place of worship area
  • 3.23ha of open space to be developed at a cost of $4 million, and proposed to include a kickabout space, play space, youth space, plaza, fenced dog park, path network, lawns and car parking
  • Will feature existing mature Dutch Elm trees
  • 0.47ha of trees reserves to protect the stands of significant eucalyptus trees along Geelong Road/Princes Highway

The Riverwalk Estate Development Plan is the long-term plan for urban development at Riverwalk Estate in Werribee. The Riverwalk Estate Development Plan describes how the land is expected to be developed, and where facilities are planned to support the development of the new community.

The Riverwalk Estate Development Plan was first adopted in 2010, then amended in 2013 and 2022 to reflect updates and design changes to the plan for developing Riverwalk Estate. Further changes to the Riverwalk Estate Development Plan are now proposed by Council, relating specifically to the land owned by Council next to the planned Riverwalk Town Centre. Using land purchased by Council from Melbourne Water in 2020, Council can now deliver an improved community outcome compared to what was possible in earlier versions of the Development Plan where the former Melbourne Water site was excluded.

The proposed amendment improves upon the Riverwalk Estate Development Plan by:

  • Slightly shifting the location of the proposed community centre and open space so that it is integrated with the planned Riverwalk Town Centre
  • Providing a larger area of open space (i.e. parkland) for the community to enjoy
  • Providing a larger and better located area of land to accommodate the community centre
  • Designating tree reserves to protect large stands of significant native trees along Geelong Road.

The community centre will be a multi-purpose facility. It will include a reception/concierge, a multi-purpose meeting space for up to 200 people, a community kitchen, three kindergarten rooms with external play spaces, two maternal child health suites, other allied health spaces, changing spaces and amenities.

The programs to be provided are to be determined. The community is invited to share their thoughts on what programs they would like to participate in at the community centre.

The concept design for the open space includes a play space, picnic area, youth space, plaza, fenced dog park, kickabout lawn, path network and trees/landscaping. Community feedback on the concept design is invited.

Council purchased land in addition to the land allocated for the community centre and open space. This additional land will enable the community centre and open space to be better located next to the planned Riverwalk Town Centre. The remaining land is proposed to be sold for residential development, to recoup Council’s investment in purchasing the land and to help fund the precinct development.

The is a demand for and shortage of sites for places of worship in Wyndham. As there is additional Council-owned land in the Precinct, there is an opportunity to help address this shortfall. There is an opportunity to lease land within the Precinct for a place of worship. An Expression of Interest process would be held in future to provide an opportunity to all.

The community centre is a $15 million development and the open space is a $4 million development. Government grants and development contributions will help to fund the development.

The community centre is targeted to commence construction in March 2027 and be operational by October 2028. The open space is targeted to commence construction is March 2027 and be completed by November 2027.

All planning permits for the future Town Centre have been approved by Council. We understand works on this project are expected to commence shortly.

No, and in fact the Wyndham Environment & Sustainability Strategy 2016-2040 was considered as part of preparing and assessing the precinct plan options. The Precinct Plan designates tree reserves to preserve the eucalyptus trees along Geelong Road. In addition, the large Dutch Elm trees within the precinct will form an important part of the new open space.
