Riverwalk Community Precinct Plan and Development Plan

A new Riverwalk Community Precinct Plan has been developed to guide the future use of Council-owned land next to the planned Riverwalk Town Centre.

In February 2026, the Victorian Minister for Planning approved a planning scheme amendment to rezone the former Melbourne Water site at Riverwalk to land for local government use. This change allows us to develop a new community centre and public open space on the site.

The updated Precinct Plan builds on the earlier 2022 Riverwalk Estate Development Plan but improves the layout by including additional land purchased by Council in 2020. This allows the proposed community centre, kindergarten and open space to sit directly alongside the future town centre, creating a more connected community hub.

Key improvements in the new plan include:

  • A larger public open space, increasing from 2.65 hectares to 3.23 hectares
  • Space for a community centre, kindergarten and car park
  • Protection of significant native trees along Geelong Road through dedicated tree reserves
  • Retention and integration of the mature Dutch Elm trees within the open space area

Together, these changes will help create a well-connected community precinct with more open space, improved facilities and protection of important local trees.
