Delivering new public toilets for our open spaces
Public toilets are important facilities that allow community members to enjoy our open spaces comfortably and for longer periods of time. Since we adopted our Public Toilet Policy in June 2023, we've been planning for new public toilets to make sure community members have access to safe and clean toilets across our City.
What is happening?
Council is proposing a public toilet in Loyola Road Park. We previously engaged about this public toilet in 2023 and heard a range of feedback. You can read the engagement report and project background here.
We're seeking final feedback on the proposed public toilet from the local community, to inform whether Council considers this project for a future capital works budget.

What we heard in 2023
- Proposed toilets are located and designed according to Crime Prevention Through Environmental Design (CPTED) principles. View lines to the toilet and waiting area are kept open and clear of shrubs to allow passive surveillance from passing cars and surrounding people and homes.
- The proposed toilets will be locked and inaccessible between dusk and dawn using an autolocking system.
- Motion sensor lights are mounted on the toilet exterior to deter anti-social behaviour around them after dark.
- All public toilets are cleaned at least daily.
- Reporting instances of vandalism, damage or dirtiness to Council allows us to respond promptly, or increase the cleaning frequency if suitable

Following an on-site discussion with the most affected residents, Council agreed to move the location of the proposed toilet a further 8m into the park, to improve sightlines from the rear of an adjacent property, whilst also maintaining safety principles for the park. Council has subsequently workshopped alternative locations based on community feedback, however these were discounted due to issues with safety, cost and construction complexity.
