Stage Two - How we have included your feedback

Thank you for sharing your feedback on the proposed Draft concept plan. We appreciate your input and can let you know that we are addressing the key points you raised.

The Community Event Space has been designed to accommodate a range of uses including large cultural gatherings, performances, concerts, community celebrations, presentations and awards nights, markets, exhibitions and outdoor events. The spaces are intended to be flexible for varying configurations and uses and balanced with the project budget. The project does not include provision of an indoor sports stadium, a library or a pool.

  1. The design should provide
  • A welcoming civic presence within the landscape, contributing to the identity and activation of the reserve
  • A highly efficient and practical building – prioritising affordability, ease of use for the community, durability, operational efficiency, and balancing upfront capital and long-term costs.
  • A balanced outcome between cost and performance, where architectural expression, structure, and servicing are carefully integrated to maximise value
  • An environmentally sustainable outcome – achieving 5-star Greenstar and aligning with the Wyndham Sustainable Design Standards and the Wyndham Sustainable Infrastructure Framework

The preliminary functional requirements identified through community engagement and internal stakeholder discussions has confirmed the need for a large community event space that is affordable for activities such as: performance, cultural festivals, school presentations, awards nights, markets, exhibitions and performances. The design has responded to the feedback and includes provisions for change rooms, staging, kitchen and technical infrastructure. The size of the spaces are designed to meet required standards and compliment the size of the hall.

The Community Event space concept has been developed to complement other existing Wyndham facilities including Encore Events Centre, Cultural Centre and Civic Centre and Community Centres. It is also noted that there are a range of other facilities in Wyndham that are managed by others for community use.

All community infrastructure in Wyndham is designed to be inclusive and accessible to all community members, regardless of background, beliefs, age and/or abilities. While the concept design does not include dedicated rooms such as sensory spaces or prayer rooms, there will be sufficient flexible breakout spaces available to support culturally appropriate activities.

The following guiding principles have informed the design:

The engagement insights collected during stage one and two along with information collected from service specialists has informed the concept design to ensure it is functional, practical and fit for purpose. The following outlines how we have considered key feedback areas

Carparking approximately 250 car spaces, including accessibility spots have been included in the concept design

  • 50 are sealed carpark and
  • A further 200 in an allocated overflow carpark

A Traffic management Assessment has been undertaken, and the allocation of car parking has been considered in accordance with the Planning Scheme Clause 52.06, while also considering access to parking across the broader precinct.

Accessibility - The project will sit within Fortitude Drive Recreation Reserve, Truganina – a broader recreational and open space precinct that includes passive open space, an events lawn, and a playground. This location has been considered in terms of accessibility to major roads and transport networks. The design of the building will be both a standalone venue and a key piece of civic infrastructure that contributes to the activation, accessibility, and safety of the surrounding parkland. Design will provide for equitable access to all main spaces in the facility (e.g., via the accessible ramp in the back-of-house zone).

Kitchen facilities we heard through the engagement that groups require small and large kitchen options that can accommodate different catering needs, including bringing in your own food. Separate catering spaces have been included such as a servery, large scale kitchen with heat and serve options, cold and dry store)

Loading and functionality - direct and comfortable access between front-of-house spaces and back-of-house spaces (e.g. users moving equipment between the back-of-house Store and the Stage, or between the loading, back-of-house store and the cold store or dry store has been considered in the design and will continue to be reviewed and refined.

Prayer room - while the concept design does not include dedicated rooms such as sensory spaces or prayer rooms, there will be sufficient flexible breakout spaces available to support culturally appropriate activities and the diverse needs of users.

Flexible usethe design will support concurrent uses through the inclusion of a wall to subdivide the hall into two separate spaces that each accommodate at least 100-200 people.

The rate and speed of growth in Wyndham continues to increase pressure on community infrastructure and services. Precinct Structure Plans and Developer Contribution Plans support the delivery of community infrastructure in growth areas to meet population needs. We continue to work with developers, other levels of government and the private sector to provide infrastructure and services for the community.

With our population increasing, we know there’s growing interest in larger, affordable, and flexible spaces for community gatherings.

To support this, we're currently engaging with community groups across Wyndham to understand access needs to a potential large, multi-purpose community space.

Feedback will guide our thinking around whether there is a need for a new community event space in Wyndham that can accommodate between 500 - 1,500 people for social gatherings, events and exhibitions to support our growing community.

Your feedback on how the event space could be used and what could be included will help us gather valuable insights and evidence based on real experiences to determine the next steps of this project.

2️⃣Stage Two Engagement

Stage 2 - Sense checking the Draft concept plan

In July 2025, we surveyed community groups about their need for access to a large community gathering space. We heard from 116 community groups, with 83% of them, indicating they have trouble finding a suitable venue in Wyndham with size and space being the biggest barrier, followed by cost.

Additional information collected through this early phase of engagement has informed the development of a concept plan for a community space that could accommodate up to 1,500 people.
