Help Shape the Future of Derrimut Road West

We’re excited to share the Draft Derrimut Road West Urban Design Framework (UDF). This is a long-term plan that will guide how this important area near Tarneit Town Centre grows and develops.

Many in our community have told us they’re looking forward to seeing this area transformed into a vibrant, well-designed place to live, work and connect. This UDF will help guide how that can happen.

It outlines the vision for new homes, shops, streets and public spaces and now we’re asking for your feedback before it’s finalised.

Your input will help ensure this growing neighbourhood reflects what our community wants and needs. Following consideration of landowner and community feedback, revisions may be made to the UDF before it is reported back to Council later this year as a final version for consideration and potentially approval by Council.

A Precinct Structure Plan (PSP) is a high-level, long-term strategic document that outlines the future development, land use, and infrastructure for a specific area (or "precinct") to guide urban growth. It defines the location of roads, schools, parks, housing, and commercial centers. Incorporated into local planning schemes, PSPs ensure coordinated development and provide certainty for developers and communities.

An Urban Design Framework (UDF) is a strategic document that guides the physical development, change, and character of a specific area within a Precinct Structure Plan over time. It translates high-level planning policies into tangible, context-sensitive design principles, shaping public spaces, built form, and infrastructure.

This UDF means that the land will be able to be developed in a structured and organised way. This includes a road network that will provide more connections to Derrimut Road (once built), Tarneit Railway Station and the future Tarneit Major Town Centre. Strong urban design principles within the UDF will guide the look and feel of future developments within the UDF area.

We are seeking your feedback on the Urban Design Framework to help shape the future of this part of Tarneit.

Council is not delivering any development in this UDF as that is the responsibility of the landowners and private developers. For many types of development, further planning approvals through planning permits will be required. Planning approvals can be granted once the UDF is adopted by Council.

The UDF area is planned to be a mixed use precinct with some areas provided for commercial uses and some for housing. The UDF cannot require a specific use such as a supermarket or swim school to be built as it is up to the developer to propose these types of uses and obtain planning permits to deliver developments.

Careful consideration of potential traffic issues has been taken into account. While we can’t eliminate all traffic congestion through this UDF, we are limiting its impacts to areas that can deal with it the most. The design of the UDF encourages people to utilise alternative modes of transport such as public transport, cycling and walking.

Car parking has been considered and the UDF provides guidance on how car parking should be provided. Subsequent planning approvals will apply layers of further refinement to ensure an appropriate amount of car parking is provided as the area develops over time.

The area is within close proximity to Tarneit Railway Station and provides the road layout for future bus routes that would be provided by State Government.

The UDF helps unlock more east-west connection. The UDF also provides for several alternative options to access the train station by car, public transport and for cyclists and pedestrians that will be delivered over time. Polly Parade is located just to the north of the UDF and we understand there is significant interest in the connection of Polly Parade to Derrimut Road and the delivery of a new signalised intersection (i.e. traffic lights). While planning is underway for this intersection, the delivery of Polly Parade is the responsibility of the landowner and developer of the land on which Polly Parade is located.

An extension to the consultation period will be unlikely, Council's standard period for consultations is 4 weeks,

All submissions will be carefully considered to understand if and how the UDF needs to be refined. While not every specific comment will result in a change to the UDF, your feedback plays an important role in helping Council finalise the UDF. After the consultation period, we will summarise your feedback into a consultation summary report and report back to Council with the final version of the UDF to request adoption. This request for adoption will occur later in 2026. Once adopted, the UDF is finalised and available to be used to guide development of the area.
