A long term vision for an active and healthier Wyndham

Active Wyndham sets out a long-term vision to help everyone in our community, no matter their age, background or ability, get more active and live healthier lives.

Our updated strategy builds on past success by improving facilities, supporting local programs, and working with partners to make being active easier and more enjoyable for everyone.

It is also supported by two important policies, the Sports Facility Capital Development Guide (how we plan, design and deliver sporting facilities) and the Sports Facility User Guide (how those facilities are managed, allocated and maintained).

Active Wyndham Strategy

The Active Wyndham 2026–2031 Strategy builds on the success of our original plan, aiming to get more people in Wyndham leading active, healthy lifestyles.

With our population expected to reach almost 382,000 by 2030, the strategy focuses on improving access to quality facilities, expanding participation programs, and strengthening community partnerships.

As Wyndham grows rapidly, the challenge is keeping up with demand for spaces and opportunities to be active, especially as many residents spend long hours commuting.


Active Wyndham Themes

Four key themes guide the future actions required to achieve the goal and targets of Active Wyndham.

Sports Facility Capital Development Guide

The Sports Facility Capital Development Guide highlights how we plan to provide quality facilities that help more people get active and involved in their local communities.

It outlines the different levels of sports facility provision, the standards we will build to, and how community organisations can contribute through co-investment. The main goal is to create flexible and sustainable spaces for active recreation across Wyndham.

  • Incorporated Non-Profit Community Groups
  • Registered Fitness, Recreation or Leisure Industry Businesses
  • Education institutions including schools
  • Regional and State Sporting Associations
  • The Wyndham Community

The underpinning principles of the Sports Facility Capital Development Guide include to:

  • Provide the community with local access to places and spaces where they can achieve health and wellbeing aspirations through physical activity and social connectedness.
  • Undertake careful planning and design to respond to community need across a range of activities and diversity of opportunities to be healthy and active.
  • Plan, design and deliver places and spaces which promote active leisure by the whole community including people of varying ages, interests, gender, identities, abilities and cultures.
  • Provide places and spaces where people feel safe, supported and respected, where they can participate free from discrimination and fear of violence.
  • Provide facilities that are flexible, multi-use and shared by a range of users to maximise use of limited spaces.
  • Ensure facilities are fit for purpose, compliant, economically sustainable and maximise principles of Environmentally Sustainable Design (ESD) to achieve a balance between functionality and sustainability.
  • Form strong partnerships between Council and users regarding the capital development of facilities for the benefit of the broader community.
  • Provide transparency in the responsibilities for the provision of outdoor sports facilities. Support user groups to be financially viable while promoting social responsibility.
  • Guide equitable facility provision across the municipality.

Sports Facility User Guide

The Sports Facility User Guide highlights how we will provide and manage facilities that help more people get active and involved in their local community. It outlines how to access these spaces, what they cost, and the conditions of use.

The main goal is to provide clear and consistent guidelines for using Council facilities, supporting the Active Wyndham Strategy vision of helping more residents meet national physical activity targets.

This policy does not apply to sports clubs/associations operating at Eagle Stadium, Aquapulse or Werribee Outdoor Pool.

The principles of occupancy outline the considerations for use of Council facilities by the community. Principles underpinning the user guide are to:

  • Maximise the use of facilities through inclusive participation in active leisure by the whole community including people of varying ages, interests, gender, identities, abilities and cultures.
  • Support local access to local facilities to increase community connectedness.
  • Provide safe, supportive and respectful opportunities to participate, free from discrimination and fear of violence.
  • Acknowledge the leadership role of sports clubs in the community and the social responsibilities that entails.
  • Ensure equitable community participation in recreation and leisure pursuits.
  • Support Users to work in partnership to provide healthy and inclusive environments.
  • Enable Council to address the access needs of growth activities and diversity of opportunities.
  • Form strong partnerships between Council and Users regarding responsible facility use, and
  • Provide transparency in the responsibilities for the use and maintenance of outdoor sports facilities.
  • Support user groups to be financially viable.
